IPAS General Questions
We present answers to frequently asked questions about IPAS, a foundation committed to fighting for reproductive justice for women and girls in Indonesia.
The Indonesian Access to Health Change Initiative Foundation (IPAS) is a non-governmental organization that is a legal entity and registered with the Ministry of Law and Human Rights of the Republic of Indonesia. The IPAS Indonesia Foundation strives to realize Reproductive Justice in accordance with the provisions of laws and regulations in Indonesia.
There are three main principles that the IPAS Indonesia Foundation strives for in realizing Reproductive Justice:
- The right to have children and decide how to give birth to children.
- The right not to have children includes access to options to terminate or prevent pregnancy in accordance with dignity and applicable law.
- The right to raise children in a safe environment free from violence and oppression.
We believe Indonesia is moving to promote Reproductive Justice. Even so, a study conducted by the IPAS Indonesia Foundation with a number of partners shows that legal certainty, service access and public awareness of reproductive health still need to be improved to realize Reproductive Justice.
Then, there is still a stigma for women who decide to terminate their pregnancy even though the procedure is carried out safely and according to the rules. This situation is exacerbated by gender inequality and other social injustices which greatly affect the fulfillment of reproductive rights for women and young girls. The lack of ideal conditions is what drives the IPAS Indonesia Foundation to fight for Reproductive Justice.
We focus on women (aged 25-60 years) and young women (aged 19-24 years) especially in the areas of:
- Gender equality
- Promotion of evidence-based policies
- Stigma of miscarriage
- Post-miscarriage care services
- Contraception
- Research
- Climate justice
- Research
The IPAS Indonesia Foundation believes that termination of pregnancy due to medical indications and pregnancy resulting from rape or other sexual violence, according to statutory regulations, is part of Reproductive Justice. Even so, termination of pregnancy must be carried out safely and expertly and in accordance with Indonesian rules and laws.
The IPAS Indonesia Foundation does not provide reproductive health services such as contraception and so on. Our focus is to work together with health workers, public health facilities and relevant stakeholders to realize Reproductive Justice by providing technical support and strengthening capacity.
Operationally and in carrying out projects to realize Reproductive Justice, the IPAS Indonesia Foundation operates independently in accordance with the Foundation Law in Indonesia. However, the IPAS Indonesia Foundation is part of the Ipas Impact Network, an Ipas network spread across five continents that has the same commitment and enthusiasm in realizing Reproductive Justice. Even though it does not have legal force or only a collective agreement, this network is very important as a forum for sharing strategies in fighting for Reproductive Justice.
We realize that fighting for Reproductive Justice requires resources, including quite large financial ones. In obtaining funding, the IPAS Indonesia Foundation adapts to the regulations and laws applicable in Indonesia.
IPAS Indonesia Foundation’s partners range from government agencies, such as the Ministry of Health of the Republic of Indonesia & BKKBN, private organizations, professional associations in the health sector, academics and researchers, non-governmental organizations, religious organizations and communities.
We started the project in a number of districts/cities in Central Java, East Java, Yogyakarta, East Nusa Tenggara and Central Sulawesi. Even so, our big goal is that the project with the aim of realizing Reproductive Justice can be carried out in all regions of Indonesia. Because we believe that reproductive justice is the right of every Indonesian citizen.
