IPAS Indonesia Foundation Finalizes Cooperation Agreement with Three District Governments for CERAH Project

IPAS Indonesia Foundation together with the Provincial Government of Central Sulawesi, Sigi, Donggala and Parigi Moutong Districts have completed the signing of the Cooperation Agreement (PKS) for the CERAH (Climate Emergency Reproductive Rights and Health) project. The CERAH project was launched in November 2024 with the aim of increasing the resilience of access to sexual and reproductive health services, especially in situations of climate crisis and normal.

The completion of this MCC is a tangible form of support and commitment from the government for the project. The project involves not only the health sector, but also anumber of other parties such as the Office of Women’s Empowerment and Child Protection and the Regional Disaster Management Agency. A total of 15 Regional Apparatus Organizations (OPD) at the provincial and district levels are willing to support this project, including:

  • Regional Disaster Management Agency of Central Sulawesi Province, Parigi Moutong Regency, Donggala Regency and Sigi Regency.
  • Health Office of Central Sulawesi Province, Parigi Moutong District, Donggala District and Sigi District.
  • Office of Women’s Empowerment and Child Protection of Central Sulawesi Province, Donggala District and Sigi District.
  • Population Control and Family Planning Office of Central Sulawesi Province, Donggala District and Sigi District.
  • Office of Women’s Empowerment and Child Protection Population Control and Family Planning in Parigi Moutong Regency

In addition, one of the main strategies of the CERAH Program is to establish partnerships with local governments and civil society organizations working on environmental issues, climate change and women’s rights. Through this approach, the program encourages plans for disaster risk reduction, mitigation and handling during crisis situations due to climate change at the local level to ensure gender justice and fulfillment of sexual and reproductive health rights (SRHR).

Head of BPBD Central Sulawesi Province Dr. Ir. Akris Fatah Yunus MM emphasized the importance of community preparedness for the impacts of climate crisis. He added “We are happy with the CERAH Program from IPAS, especially because this program pays attention to the climate crisis situation.”

“Sometimes disasters like floods or droughts are taken for granted, so people don’t prepare for them. Even though the impact is real. Hopefully BPBD, IPAS Indonesia Foundation, and other sectors can support each other in this program-that’s the most important thing,” he said.

The CERAH program is implemented in three districts: Sigi, Donggala, and Parigi Moutong-which are areas vulnerable to disasters and the impacts of climate change. The CERAH program not only strengthens the system, but also ensures equitable access to reproductive health services and handling of sexual and gender-based violence cases, especially in disaster situations.
